<p>&nbsp;</p>
<p>Justice Rapid Response, in partnership with UN Women and the Institute for International Criminal Investigation <span style="text-decoration: underline;"><strong>will be hosting a training course on “Investigating Cases of Sexual and Gender-based Violence as International Crimes” in Doha, Qatar, from September 21 – 26, 2013</strong></span>. The training will be held at the Rule of Law and Anti-Corruption Center in Doha, at the kind invitation of the Office of the Public Prosecutor of Qatar. The training course will be conducted with JRR’s training partner, the Institute for International Criminal Investigations (IICI) and with the support of UN Women.</p>
<p>The course aims at increasing the availability on the JRR-UN Women special sexual and gender-based violence (SGBV) roster, within the broader JRR roster, of Arabic-speaking criminal justice and gender experts in SGBV crimes investigations, primarily from the Middle East and North Africa (MENA) region.</p>

			<content:encoded><![CDATA[<p><div style="width:263px; float: left; padding-right: 20px; display: inline;" class="post_column_1"><p><strong>WHAT</strong> &#8211; Justice Rapid Response (JRR) is an intergovernmental stand-by facility to provide the international community with rapidly deployable criminal justice and related professionals to assist in cases where genocide, war crimes, crimes against humanity or serious human rights violations may have occurred.</p>
<p>&nbsp;</p>
<p><strong>WHO</strong> &#8211; JRR currently has 69 participating States, and has an Executive Board consisting of Argentina, Canada, Colombia, Finland, the Netherlands, Sierra Leone, Sweden, Switzerland and Uganda (Chair).</p>
<p>JRR manages an ‘evergreen’ roster of just over 350, mainly active-duty professionals comprising a broad range of expertise including crime scene investigation, legal analysis, a variety of forensic specialties, witness protection, military analysis, human rights investigations etc. In addition to their expertise, these professionals receive training in carrying out investigations under international law in post-conflict environments before being certified to the JRR roster.</p>
<p>Experts on the JRR roster currently come from 87 countries representing every region of the world. <span lang="EN-US">The JRR roster currently has 352 deployable experts from 87 countries, including 15 in Asia, 17 in Africa, 11 in South and Central Americas and the Caribbean, and 12 in the Middle East and North Africa (MENA) region.</span> 45% of experts on the roster are women.</p>
<p>JRR is further responsible, in conjunction with UN Women, for the management of a specialized holistic roster of experts in investigating crimes of sexual and gender based violence (SGBV) in conflict situations. The experts on this SGBV roster undergo specialized training developed with and carried out by JRR’s training partner organization, the Institute for International Criminal Investigations (IICI).</p>

<p></div><div style="width:263px; float: left; padding-right: 0; display: inline;" class="post_column_1"><p><strong>HOW</strong> &#8211; Experts from the JRR roster can assist in response to requests by States, or international institutions with the jurisdiction to carry out investigations, inquiries, fact finding, mediation support and other activities where the identification, analysis, collection, preservation and reporting of information pertaining to genocide, war crimes, crimes against humanity or serious human rights violations is needed.</p>
<p>In three years of operations, JRR has already assisted in response to 17 requests for deployments of experts.</p>

<p><strong>WHY </strong>- JRR provides the international community with a facility to more effectively deliver international criminal justice and respond to serious human rights violations, making it more likely that ‘seeing justice done’ becomes a component to post conflict peace-building, thereby reducing the possibility of a slide back into conflict.</p>
<p>JRR experts, coming from every part of the world, build national capacity, as well as internationally deployable capacity. In this way they assist in the delivery of the complementarity principle under the Rome Statue for the International Criminal Court.</p>

<p>The JRR Group of Participants (GOP) meeting took place on 17 November 2012, in The Hague in the margins of the Assembly of States Parties (ASP) to the Rome Statute of the International Criminal Court (ICC), with the financial support of the Government of Finland.<strong></strong></p>
<p>The JRR GOP meeting was convened to give an update to JRR participants and interested parties on the activities JRR has undertaken since the December 2011 GOP meeting in New York. () This meeting was also an opportunity to present the GOP with JRR’s work plan for the coming 12 months.</p>
<p>The meeting was chaired by Ambassador Mirjam Blaak, Uganda, JRR Chair, in presence of Andras Vamos-Goldman, JRR Executive Director. The presentation of 2012 activities and the proposed work plan for 2013 were followed by a Question and Answer session.</p>

<p>The JRR Executive Board held a meeting on 17 November 2012, in The Hague in the margins of the Assembly of States Parties (ASP) to the Rome Statute of the International Criminal Court (ICC). Representatives of a majority of JRR Executive Board members (Argentina, Canada, Colombia, Finland, Sweden, Switzerland, and Uganda) as well as staff of the JRR Secretariat, met to discuss JRR activities in 2012, and to consider the JRR budget and work plan for 2013.</p>
<p>The Executive Board adopted the work plan for 2013, which details training, rostering, outreach and deployment activities, and subsequently approved the budget.</p>
