Justice rapid response New York Meeting 2007

The Justice Rapid Response (JRR) mechanism is intended to fill some of the serious gaps in the international community’s ability to provide accountability for genocide, war crimes and crimes against humanity and to ensure that international justice plays an integral role in post-conflict peace building. JRR is intended to be an international cooperative mechanism for the supply of voluntary assistance at the request of a State or international institution, where the identification, collection and preservation of information would assist a wide range of international and transitional justice options.

Before this meeting in March 2007, five meetings have taken place concerning the mechanism, the last of which was held in Venice in June 2006.  These meetings have helped to define and launch the JRR concept and have involved representatives of governments, international organisations, civil society and international justice institutions. The Venice JRR Conference concluded with an agreement to meet at a later date to follow up the work already undertaken. A number of participants took responsibility for coordinating various aspects of development of the JRR mechanism, including standard operating procedures, rosters, training, cooperation and options for a more permanent coordination mechanism.

The agenda of the New York Meeting meeting was designed to provide an opportunity to hold in-depth discussions on the issues surrounding JRR, for the coordinators to report back on the work undertaken thus far and to plan for the next steps in the concrete development of the JRR mechanism, with a view to eventual deployment.
